The NCCA Secretariat is organized to support the Commission in its assigned tasks and has the responsibility of executing the decisions of the Commission and of preparing analyses and recommendations that constitute the basis of Commission policy and other decisions.

International Affairs Office

The International Affairs Office, directly reporting to the Office of the Chairman, coordinates with foreign and local institutions as well as embassies within the country and abroad in disseminating information on various cultural events. It serves as a central information desk to facilitate access to available cultural resources. Working closely with the Department of Foreign Affairs, embassies, cultural agencies and the UNESCO, the NCCA International Desk assists in the implementation of international cultural agreements.

Under the International Desk is the ASEAN Desk, which was institutionalized to facilitate NCCA's representation of the Philippines in the ASEAN as Vice-Chair of the Committee on Culture and Information (COCI), implementing and coordinating projects and programs with other involved government and non-government agencies.

The Public Affairs and Information Office is tasked with promoting the various activities undertaken by the Commission as well as implementing institutional public relation programs. It also publishes in-house print and audio-visual materials for dissemination and presentation.

In April 1992, the Gawad sa Manlilikha ng Bayan or the National Living Treasures Award was institutionalized through Republic Act No. 7355. Tasked with the administration and implementation of the Award is the National Commission for Culture and the Arts (NCCA), the highest policy-making and coordinating body for culture and the arts of the State. The NCCA , with support from all the concerned agencies, conducts the search for the finest traditional artists of the land, adopts a program that will ensure the transfer of their skills to others and undertakes measures to promote a genuine appreciation of and instill pride among our people about the genius of the Manlilikha ng Bayan.

The Management Information System Office maps out Information and Communications Technology (ICT) directions for the agency in pursuit of NCCA's mission and functions. It is also involved in databank and I.T. research, information systems development and integration, multimedia presentations, desktop publishing, and I.T. Technical Support and Training.

Program Monitoring and Evaluation Division

The Project Monitoring and Evaluation Division designs tools/instruments to be used in data gathering and administers the instrument directly or indirectly to respondents; does actual site inspection/monitoring of projects being implemented; provides the stakeholders a timely report on the status of NCCA-assisted projects, including findings and recommendations; consults the management and Committee on what programs need evaluation in the long term; identifies the strategies to be used in the evaluation; provides a summary report on the issues and concerns of each sector from 1993-1999 based on the terminal reports of past projects; and recommend areas for policy development and research.

Under the Administrative Division are the Human Resource Development (hrd@ncca.gov.ph), Supply (supply@ncca.gov.ph), Records (records@ncca.gov.ph), NCCA Library (lib@ncca.gov.ph), and General Services Sections. This Division is tasked with the management and development of the Commission's human/manpower resources, manages NCCA properties, furniture, fixtures and equipment and procures NCCA supplies, sees to the proper disbursement of the NCCA funds (GAA Funds), manages the Commission's archival documents, provides library services to the Commission and the public, and provides general services, including the over-all maintenance of the NCCA building.

The Finance Management Division is composed of the budgeting, pre-auditing and accounting sections. It prepares the proposed annual budget of the Commission that is submitted to the Department of Budget and Management. The Division facilitates the processing of payment to varied accounts incurred in the implementation of projects. It also oversees administrative expenses and ensures that disbursement of public funds is in accordance with the existing government budgeting, accounting and auditing rules and regulations. It maintains books of accounts and prepares financial reports and statements of the Commission and submits the same to all concerned agencies.
